US Appeals Court Lift Ban of Federal Funding for Stem Cell Research

“Stem cells are thought to have properties that can cure many diseases that other treatments cannot. However, because the cells often come from embryos, the issue is hotly debated. This recent Court of Appeals decision has been heralded a victory for those who wish to continue research; public colleges are now eligible to receive Federal funding. This influx of stem cell research will be a huge benefit to the health science community and are likely to lead less traditional programs, like online PhD programs, to contribute as well."

US Court of Appeals for the District of Columbia Circuit, on Friday ruled the Obama administration can continue using federal money to fund human embryonic stem cell research.
The appeals court overturned the ruling by the District Judge Royce Lamberth, who found that the US National Institutes of Health (NIH) guidelines on such research violated the law because embryos were destroyed and it put other researchers working with adult stem cells at a disadvantage to win federal grants.

The US Court of Appeals in Washington ruled 2-1 on Friday that a 1996 US law against federal funding of embryo destruction was "ambiguous", and "did not prohibit funding a research project in which an ESC (embryonic stem cell) will be used".

"This is a momentous day – not only for science, but for the hopes of thousands of patients and their families who are relying on NIH-funded scientists to pursue life-saving discoveries and therapies that could come from stem cell research," NIH Director Francis Collins said in a statement.

White House spokesperson Nick Papas said the decision was a victory for scientists and patients.

"Responsible stem cell research has the potential to treat some of our most devastating diseases and conditions and offers hope to families across the country and around the world," he said.

“This is a victory not only for the scientists, but for the patients who are waiting for treatments and cures for terrible diseases,” Arnold Kriegstein, MD, PhD, said. Kriegstein is director of the Eli and Edythe Broad Center of Regeneration Medicine and Stem Cell Research at UCSF.

“This ruling allows critical research to move forward, enabling scientists to compare human embryonic stem cells to other forms of stem cells, such as the cell lines which are derived from skin cells, and to pursue potentially life-saving therapies based on that research.”

Kriegstein was one of two University of California scientists to file a Declaration in September 2010 in support of the UC Board of Regents’ motion to intervene in the August lawsuit, Sherley v. Sebelius.

Sherly v. Sebelius had argued that when the Obama Administration lifted a ban on federal funding for the research in March 2009, it had violated the 1996 Dickey-Wicker Amendment, which barred using taxpayer funds in research that destroyed embryos.

“I am very happy with this decision, although I am surprised that it wasn’t a unanimous vote,” Kriegstein said.

“In my opinion, the evidence in favour of pursuing this research is overwhelming compared to the arguments submitted to stop the research.”

UCSF launched the nation’s first stem cell PhD program in 2010, for which the first class already has been chosen and will begin in fall 2011.

“This is an important day for stem cell research and the nation’s scientific community. Most importantly, this is a victory for the patients around the world suffering from incurable diseases,” says Susan L. Solomon, CEO of the New York Stem Cell Foundation (NYSCF).

“The time has come for our leaders to put progress before politics on this issue and remove all of the remaining, unnecessary limitations on human embryonic stem cell research conducted with the best ethical and medical practices. We need to put an end to the constant uncertainty facing the field of embryonic stem cell research so scientists can get on with the serious business of research and maintain the kind of momentum that will lead to cures for the most intractable diseases facing mankind.”

Proposed NIH Stem Cell Guidelines Dismay Leading Stanford Researcher

Irving Weissman think therapeutic cloning should be allowed Monday, 20 April 2009 The director of stem cell research at the Stanford University School of Medicine says he is troubled by draft guidelines issued today by the National Institutes of Health that would prohibit federal funding for research on stem cell lines created through a technique sometimes referred to as “therapeutic cloning” or somatic cell nuclear transfer. Irving Weissman, MD, director of Stanford’s Institute for Stem Cell Biology and Regenerative Medicine, said the SCNT technique is one way to create disease-specific human embryonic stem cell lines on which to conduct research and test therapies. He also took issue with the assertion that the NIH consulted existing guidelines from the National Academy of Sciences and the International Society for Stem Cell Research — both of which sanction the use of SCNT-derived cell lines — in coming up with its draft recommendations. “Instead of facts, the NIH placed its own version of ethics in place of the president’s clear proclamation,” said Weissman, the Virginia & D.K. Ludwig Professor for Clinical Investigation in Cancer Research. “As head of the National Academy of Sciences' panel that unanimously endorsed research using SCNT, and as a drafter of the guidelines for the International Society for Stem Cell Research, I know that this suggested ban on federal funding of SCNT-derived human embryonic stem cell lines is against our policies and against President Obama’s March 9 comments. The NIH has not served its president well.” On March 9, President Barack Obama signed an executive order removing previous restrictions on the use of federal funds for research on any human embryonic stem cell line derived after Aug. 9, 2001. He used the ceremony to remark that it is important to ensure “that scientific data is never distorted or concealed to serve a political agenda — and that we make scientific decisions based on facts, not ideology.” In announcing the draft guidelines, acting NIH director Raynard Kington, MD, PhD, justified the restriction in part by saying that there is a lack of scientific consensus as to the necessity of funding lines derived by SCNT and that, although the technique has been used to create many embryonic stem cell lines in animals, such human embryonic stem cell lines have not yet been documented. “We believe there is strong, broad public and scientific support for the use of federal funds for research on cell lines from embryos derived through in vitro fertilization for reproductive purposes that would not otherwise be used,” said Kington, noting that similar legislation had twice passed both the House and Senate only to be vetoed by former President George W. Bush. “We do not see similar broad support for using federal funding for research on cell lines from other sources.” The somatic cell nuclear transfer technique involves removing the nucleus from an egg cell and replacing it with a nucleus from a different cell in order to create an embryonic stem cell line genetically identical to the donor nucleus. In the case of a donor who suffers from a condition like Parkinson’s disease, the SCNT process would yield an embryonic stem cell line that could be used to test specific therapies for that patient. If the draft guidelines are adopted, they would underscore the continued need for the California Institute for Regenerative Medicine, which has funded grants to several scientists working to create specific human embryonic stem cell lines for research purposes. The institute was established in 2005 by Proposition 71 to counteract the effect of President Bush’s limits on federal funding of such research. “Methods like SCNT were specifically sanctioned by Prop. 71,” said Geoff Lomax, PhD, the senior officer to the state institute’s Standards Working Group, which was instituted to develop ethical guidelines for the use of embryos in CIRM-funded research. “These potential restrictions on the range of research materials available for federal funding ensure that CIRM will continue to play a unique role in the world of stem cell research.” “For certain types of research, CIRM could remain very important,” concurred Renee Reijo-Pera, PhD, director of Stanford’s Center for Human Embryonic Stem Cell Research and Education. Reijo-Pera said she had expected the NIH guidelines to be somewhat conservative, particularly where SCNT is concerned. “I am happy that these are draft guidelines,” said Weissman, who noted that the NIH did not solicit input from either the National Academy of Sciences or the International Society for Stem Cell Research during the consensus process. “I’d like to remind the NIH of the principles enunciated by the president on March 9. Research in this area is moving very fast, and it’s not possible to say whether advances will come from work on adult-derived iPS cells or from embryonic stem cells created by nuclear transfer. Policy needs to be developed as the field develops, rather than precluding something based on ideology.” The proposed NIH guidelines will be available for public comment for 30 days, and the final guidelines will be released by the agency on or before July 7. Comments can be mailed, or submitted electronically after the guidelines are published in the Federal Register by April 24. Stem Cell Innovation at Risk in UK

Survey of the Cell Therapy Industry and the Main Products in UK Monday, 06 April 2009 Despite great hopes for stem cell therapy, major structural and cultural changes within the NHS are needed if it is to succeed in the UK. Currently the chances of getting effective treatments into routine use in the short-term are small and the industry is at serious risk of 'market failure'.

These are the findings of two major studies into the commercialisation and adoption of stem cell therapy carried out by researchers at The
University of Nottingham. Dr Paul Martin, from the Institute of Science and Society said: "While the government has identified regenerative medicine as a national priority and the US has lifted its ban on stem cell therapy, urgent public policy action is needed if it is to become a reality. Although cell therapy is now established as an important branch of medicine, innovative firms struggle to make money, putting the UK industry in a very vulnerable position in the short term. Unless the situation changes the industry will contract and the progress needed to develop important cell therapies will be adversely affected." The research, funded by the Engineering and Physical Sciences Research Council (EPSRC) identified a number of important barriers to knowledge translation. It found that closer collaboration with clinicians was needed along with better funding for clinical studies, greater regulatory certainty and clearer reimbursement policies. There is also a need to develop enabling technologies to lower manufacturing costs. Commercial activity in cell therapy has grown very significantly since 2002. The industry now involves nearly 200 companies developing primary and secondary cell therapies, plus another 180 banking cord blood. In total the global cell therapy industry currently has sales of over $1 billion a year and a steady number of products are now reaching late stage clinical trials. However, the sector suffers from a high level of company turn over. As a consequence, the industry is dominated by small, young companies lacking the resources to bring products easily and successfully to market and those that do struggle to make sales. Dr Martin, whose expertise lies in the sociology of emerging medical technologies, said: "There are major structural barriers within the NHS that make it difficult to translate new scientific knowledge of stem cells into improved patient care. For a clinician to use a cell therapy routinely it needs to meet a number of strict criteria. They are also expensive and many are yet to have proven clinical outcomes." The reports are the result of a two-year study examining the UK regenerative medicine sector. They have been published ahead of the second National Stem Cell Network's Annual Scientific Conference, which is being held at Oxford University on Monday 6 April 2009 to Wednesday 8 April 2009. Obama Reverses Bush’s Stem Cell Policy

"They result from painstaking and costly research — from years of lonely trial and error, much of which never bears fruit — and from a government willing to support that work." This research should be pursued, but with strict guidelines and ethics oversight. The President would also support research on iPS cell research. "The majority of Americans — from across the political spectrum, and of all backgrounds and beliefs — have come to a consensus that we should pursue this research," said Obama. "That the potential it offers is great, and with proper guidelines and strict oversight, the perils can be avoided.” He clearly stated that cloning for human reproductive purposes would never be allowed. Obama's move is part of a broader effort to separate science and politics, sending a clear signal, that science — not political ideology — will guide his administration. Therefore, Obama signed a Presidential Memorandum on Scientific Independence from politics and beliefs. The presidential memorandum will establish greater independence for federal science policies and programs in an effort to separate science and politics and "restore scientific integrity in governmental decision-making”. "This order is an important step in advancing the cause of science in America. But let's be clear: promoting science isn't just about providing resources — it is also about protecting free and open inquiry," the President said . Dr. Harold Varmus."It is about letting scientists like those here today do their jobs, free from manipulation or coercion, and listening to what they tell us, even when it's inconvenient — especially when it's inconvenient." Dr. Harold Varmus, the Nobel Prize winner and president of Memorial Sloan-Kettering Cancer Center and now co-chairman of Obama's science advisory council, said that Obama will "endorse the notion that public policy must be guided by sound, scientific advice." Obama's order will direct the National Institutes of Health to develop revised guidelines on federal funding for embryonic stem cell research within 120 days. "The new policy, which reverses eight years of restrictions on how biomedical research scientists interested in understanding stem cells can spend federal grant money, will have an important impact on the pace of this type of research," Nurse said. "It will also help many scientists make better use of limited research dollars by freeing them from the need to carefully separate privately funded experiments on non-Registry cell lines from those that are publicly funded." Under the old policy, scientists wishing to work on certain lines of stem cells were not permitted to use supplies or equipment paid for by federal grant money. Several labs at Rockefeller work with human embryonic stem cells, including a line that was derived using funds exclusively from private sources under the old policy. "When you're dealing with research that may take years to fully mature, it's important to have consistent policies in place that allow scientists to work without fear of political restrictions," Nurse said. ISSCR Scientists Elated for Future of Stem Cell Research The International Society for Stem Cell Research (ISSCR) applauded President Barack Obama’s decision to expand federal funding for human embryonic stem cell research by rescinding the policy of Aug. 9, 2001, which restricted federally-funded researchers to using only the small number of cell lines created before that date. The President’s executive order demonstrates his enthusiastic endorsement of stem cell research and its potential to relieve suffering caused by diseases and conditions such as diabetes, Alzheimer’s disease and spinal cord injuries. Today’s executive order calls on the National Institutes of Health (NIH), the primary federal agency for funding medical research, to develop revised policies on federal funding for human embryonic stem cell research. Obama to Reverse Embryonic Stem Cell Ban

Signing of an executive order planned for Monday Saturday, 07 March 2009 President Barack Obama.President Obama's decision to lift restrictions on federal funding of human embryonic stem cell research, scheduled to be announced Monday, White House officials said Friday. It is expected to provide a major boost to one of the most promising but controversial fields of biomedical research in generations. The signing of an executive order voiding the restrictions will allow thousands of scientists to study hundreds of lines of cells that have been developed since the limitations were put in place eight years ago. It will also allow them to dismantle cumbersome bureaucracies constructed to work around the constraints and let them exchange scientific ideas more easily. The official also said Obama would make an announcement about a broader initiative to restore scientific integrity to government processes. In anticipation of the decision, the National Institutes of Health has started drafting guidelines to address the many ethical issues raised by the research. Mr. Obama’s announcement is not likely to lead to any immediate change in government policy, since it may take many months for the NIH to develop new guidelines for research. Still, research advocates are expected to push for the process to go as quickly as possible to ensure that universities have time to submit grant proposals that can be reviewed and accepted before September 2010, when the health institutes must commit the last of the $10.4 billion given to the NIH as part of the economic stimulus program. In contrast to the low-key way in which Obama has reversed other Bush legacies related to culture-war issues, the White House has invited scientists, advocates and members of Congress to a public ceremony for the signing. Obama will also announce "a broader effort to restore scientific integrity," an administration official said. Federal law will still prohibit using federal funds to destroy human embryos. However, some scientists hope funding will be allowed to support work on stem cells derived from a variety of sources, including from embryos specifically created to yield them, and not limited to cells from frozen embryos destined to be discarded by fertility clinics. "We're all waiting to see what the details of the policy will be," said George Daley, a leading stem cell researcher at Children's Hospital Boston. "If the policy were limited to lines exclusively from frozen embryos left over at IVF clinics, that would be a very restricted course and exclude some very important lines." "This is what the patient community, the scientific community and the medical community has been asking for," said Lawrence A. Soler of the Juvenile Diabetes Research Foundation. "We need to give credit to the administration for living up to their promise to keep politics out of science." Dr. Deepak Srivastava, director of the Gladstone Institute of Cardiovascular Disease in San Francisco's new biotechnology complex at Mission Bay, said Obama probably has timed his announcement to allow stem cell researchers to qualify for some of the billions of dollars to be provided to NIH under the nation's stimulus package to jump-start the ailing economy. Srivastava said California is well-placed to capture a significant share of that federal money because the state's $3 billion taxpayer-supported stem cell agency, the California Institute for Regenerative Medicine, has already paid to train scientists, support research and build new laboratories. The institute was created by a voter initiative in 2004. "We're really ahead of the curve and in the best position to make the discoveries now that the federal government is going to be a player," Srivastava said. The California Institute for Regenerative Medicine was set up by the voter initiative Proposition 71 to fund research that the federal government could not support under the Bush restrictions. Robert Klein, a real estate developer who spearheaded the initiative, said the NIH is now eager to work with the institute. "There was this oppressive ideological blockade of the development of medical science," said Klein, who now chairs the state stem cell institute's governing body. "We've been finally freed from the Middle Ages." Dr. Irving Weissman, director of Stanford's Stem Cell Biology and Regenerative Medicine Institute, said Obama's policy will relieve researchers from the onerous requirement to segregate projects funded by the NIH from work on embryonic stem cells. Weissman said he will attend Obama's signing ceremony in Washington, D.C., on Monday. "I never thought I would actually fly cross-country just for something like this," said Weissman, "But then I changed my mind. I've been working and speaking out about the ban for about eight years, and now I want to be there." Among the lawmakers reportedly invited to the White House on Monday are Senators Orrin G. Hatch of Utah and Arlen Specter of Pennsylvania and Representative Michael N. Castle of Delaware, all Republicans; Senators Dianne Feinstein of California, Tom Harkin of Iowa and Edward M. Kennedy of Massachusetts and Representative Diana DeGette of Colorado, all Democrats. Stem Cell Research Recommendations for the New US Administration Wednesday, 18 February 2009 US President Barack Obama will soon issue an executive order lifting an eight-year ban on embryonic stem cell research imposed by his predecessor, President George W. Bush, a senior adviser said on Sunday. "We're going to be doing something on that soon, I think. The president is considering that right now," Presidential adviser David Axelrod said on "Fox News Sunday”. Obama vowed to reverse Bush's ban during his presidential campaign and in his inaugural address last month promised to return science to its proper place in the United States. Furthermore, the US Food and Drug Administration last month cleared the way for the first trial to see if human embryonic stem cells could treat people safely. In January, Baker Institute fellows Neal Lane and Kirstin Matthews released policy recommendations on stem cell research for the Obama administration. They recommend that stem cell research be allowed to expand in a responsible, thoughtful and ethical manner and that a federal stem cell policy be developed. They encourage the administration to expand federal funding for human embryonic stem cells and charge the National Institutes of Health (NIH) with oversight. Lane is a senior fellow in science and technology policy. He also served President Clinton as science adviser and is the former director of the National Science Foundation. Matthews is a fellow in science and technology policy. Matthews and Lane's policy recommendations for the Obama administration:

  • Support research on all types of human stem cells, including embryonic, adult, nuclear-transfer-derived (also known as therapeutic cloning) and induced-pluripotent-derived.
  • Authorize federal funding of human embryonic stem cell research on lines derived according to strict ethical guidelines, regardless of the date the cell lines were derived or created.
  • Remove the
Dickey Amendment (which severely limits the NIH funding of embryonic research) from the Department of Health and Human Services appropriation bills.
  • Ban any effort to clone a human being, regardless of the source of funding.
  • Create an Embryonic Stem Cells Research Oversight (ESCRO) board within the NIH to review controversial research and recommend policy for the agency.
  • Continue the President's Council on Bioethics.

    Stem Cells Drug Testing Predicted to Boom under Obama Thursday, 18 December 2008 Embryonic stem cells could provide a new way of testing drugs for dangerous side effects, according to a leading British researcher. Speaking at the British Pharmacological Society's Winter Meeting in Brighton today (Thursday, 18 December), Christine Mummery, Professor of Developmental Biology at Leiden University Medical Centre in The Netherlands, predicts that what is currently a small and sparsely funded research area will boom in coming years. Her views have been buoyed by the victory of US President-elect Barack Obama, who is an ardent supporter of stem cell research. The researcher also believes the UK and Europe is well placed to be at the forefront of this exciting new research area. Professor Mummery says that it typically costs $1 billion and takes 10 years to get a new drug to market. Before any tests or trials take place on patients, millions of chemical compounds are tested on cells in the laboratory, in a bid to detect adverse effects. For potential drugs to treat heart disease, various cell types are used for the preliminary screening - but in the second round of testing, heart cells are necessary. At the moment the only way to do this is using heart cells from animals. But Prof Mummery believes that since researchers are able to make unlimited human heart cells from embryonic stem cells, they offer a viable and scientifically exciting alternative. "Many drugs meant to treat other complaints also have side effects on the heart, sometimes with fatal consequences. There are recent examples of drugs being withdrawn from the market because they caused sudden cardiac death in some patients,” she said. "Regulators now require that drugs be tested for potential effects on the heart before going to market. At present the pharmaceutical industry has no alternative but to do this using heart cells from animals.” "With the research that is now on-going in several parts of the world, including the UK, we believe using human heart cells from human embryonic stem cells can become a good and viable alternative. From a scientific point of view, it makes much more sense to use human stem cells to model human hearts." Prof Mummery says the UK has already recognised the potential for stem-cell based drug testing by established a special public-private research programme called 'Stem Cells for Safer Medicine' or SC4SM. "It is only a relatively small amount of money at present but it is a start. This is clearly an emerging field that will be of importance to the pharmaceutical industry, which has been reserved in embracing human embryonic stem cell technology until now because of the ethical objections from the US, where many of them have their main base,” she adds. This is something that is expected to change very rapidly in the coming months following the election of Barack Obama. "The UK has a head start in terms of being able to provide the technology. Working with partners across Europe, we think we can make a significant impact in terms of providing good assessment systems comparable with existing methods for predicting drug risk to the heart and discovering whether there are beneficial effects." The potential for stem cell technology to be used in testing new drugs will be explored by both Prof Mummery and Dr Chris Denning, from the University of Nottingham, during a special symposium entitled, 'Mending a broken heart: advances and challenges of stem cell therapy,' at the British Pharmacological Society (BPS) Winter Meeting. The symposium will also explore and discuss the challenges that lie ahead for those seeking to develop safe stem cell-based human therapies.     US Scientists Self-censor During Bush Administration Tuesday, 18 November 2008 A survey of scientists whose studies became the focus of a public debate about NIH grant funding has found that many of them engaged in self-censorship as a result of the controversy. The study, published in the open access journal PLoS Medicine, found that following the criticism of their research, scientists removed politically sensitive language from grant applications and stopped studying certain topics. These self-censorship tactics were employed despite the fact that all of the criticised studies — most of which investigated sexual behaviour, drug-use, and other HIV-related questions — were defended in an NIH internal review and retained their funding. Joanna Kempner of Rutgers University in New Jersey surveyed the researchers who were the subject of a debate in the US in July 2003, which began when a Congressional Representative proposed an amendment to rescind five NIH grants after publicly criticising the studies as "less worthy of taxpayer funding" than research into "devastating diseases." The amendment failed to pass but the controversy resulted in the internal review of more than 250 grants by the NIH, which concluded that each study was scientifically sound. After conducting in-depth interviews with thirty researchers whose funding was reviewed, Kempner surveyed the principal investigators of all the studies. Only a third of the 82 respondents felt they were less likely to receive funding from the NIH in the future, but a majority reported undertaking strategies designed to disguise the most controversial aspects of their research. Half (51%) said they removed potential "red flag" words from the titles and abstracts of their grant submissions, including the words gay, lesbian, homophobia, anal sex, needle-exchange, and AIDS. Kemper reports that one interviewee said "I do not study sex workers, I study 'women at risk.'" Almost a quarter of the researchers had either reframed their studies to avoid research on marginalized or stigmatized populations or had chosen to drop studies that were thought to be political sensitive, such as those on sexual orientation, abortion, childhood sexual abuse, and condom use. The survey also found that four of the principal investigators had made career changes and left academia as a result of the controversy. Joanna Kempner stresses that the controversy also galvanized sections of the research community with 10% of respondents reporting a strengthened commitment to see their research completed, including those who had reported self-censorship practices. She says that the findings are a powerful example of how the political environment can shape what scientists chose not to study.     Effective HPV Vaccine Needed for Both Men and Women Monday, 03 November 2008 A call to explore a broader use of HPV (human papillomavirus) vaccines and the validation of a simple oral screening test for HPV-caused oral cancers are reported in two studies by a Johns Hopkins Kimmel Cancer Center investigator. Leading HPV expert Maura Gillison, M.D., Ph.D., reports her latest work in the November 3, 2008, journal Clinical Cancer Research and in a Centers for Disease Control and Prevention (CDC) monograph. The CDC report on HPV-associated cancers appears on line November 3 and in the November 15, 2008, supplement edition of Cancer. She was the first to identify HPV infection as the cause of certain oral cancers and who identified multiple sex partners as the most important risk factor for these cancers. In the CDC report, believed to be the first and most comprehensive assessment of HPV-associated cancer data in the United States, investigators analyzed cancer registry data from 1998-2003 and found 25,000 cancer cases each year occurred at cancer sites associated with HPV infection. In additional analysis, Gillison and colleagues at the National Cancer Institute identified HPV infection as the underlying cause of approximately 20,000 of these cancers. Gillison and team found approximately 20,000 cases of cancer in the United States each year are caused by HPV infection. Oral cancers are the second most common type of HPV-associated cancers and are increasing in incidence in the U.S., particularly among men. Add to that anal, penile, vaginal, and vulvar cancers that are also linked to HPV infection, and Gillison says these cancers, when combined, equal the number of cervical cancers, the most common and well known of the cancers caused by HPV. While about one-quarter of HPV-linked cancers occur in men, vaccines are currently approved only for use in girls and young women for cervical cancer prevention. "We need to have a more comprehensive discussion of the potential impact the HPV vaccine could have on cancer rates among men and women in this country," says Gillison, associate professor of oncology. "Currently available HPV vaccines have the potential to reduce the rates of HPV-associated cancers, like oral and anal cancers, that are currently on the rise and for which there no effective or widely-applied screening programs." Gillison notes, however, that studies are needed to confirm that the vaccine effectively prevents HPV infections that lead to oral and anal cancers. Gillison's findings were part of a project known as ABHACUS (Assessing the Burden of Human Papillomavirus-Associated Cancers). The data studied came from the CDC's National Program of Cancer Registries and the National Cancer Institute's Surveillance, Epidemiology, and End Results program. More than 80 investigators from across the country participated in the project, which addressed a variety of HPV-cancer associated issues, including racial disparity, economic impact, behavioural risk factors, and cancer mortality. Other than prevention, early detection is held by cancer experts as the best way to control cancer. In the Clinical Cancer Research study, the first to track the disease and related oral infections over an extended period, Gillison found that simple "swish and spit" oral rinses can successfully track oral HPV infection over time. These findings open the door to a potential, non-invasive screening test to detect the disease and monitor for tumour recurrence. Head and neck cancer is the broad term for a variety of cancers of the oral cavity, including the tonsils, base of the tongue, and the side and back wall of the throat. The study found that oral rinses successfully detected high-risk HPV infections in patients with HPV 16-positive head and neck cancers for up to five years after treatment for their cancer. Gillison says the findings indicate a high rate of persistent infection and reaffirms the connection between high-risk types of HPV and HPV-positive head and neck cancers. In the study, the researchers used oral rinses to collect cells shed from inside the mouths of 135 head and neck cancer patients. The researchers genetically sequenced the DNA obtained from the rinses and tumour samples to identify those with HPV-positive cancers and determine the HPV type. There are approximately 120 types of HPV, but HPV 16 is one of the two most common associated with cancer. The analysis revealed 44 patients with HPV 16-positive tumours and found that these patients were more likely to have continuing oral HPV 16 infections both before and after cancer treatment. While this study did not link the continued post-treatment infections to tumour recurrence, it was noted that patients with high-risk oral HPV infections prior to therapy, maintained high rates of infection after completing therapy. The team plans further, long-term research to determine if this continued infection leads to cancer recurrence. In 2000, Gillison identified HPV-positive head and neck cancer as a distinct subtype of the disease and linked it to improved survival. "There is no question of cause," says Gillison. "It has now become a question of tracking the infection over time to identify those at risk of developing cancer or cancer recurrence."     Science Key to China's Development

    Chinese Premier Wen Jiabao Sees Science as Key to Development Thursday, 16 October 2008 During a two-hour meeting with the editor-in-chief of the journal Science, Chinese Premier Wen Jiabao expressed hope for increasing investment in basic research, reducing energy consumption by 4 percent annually as economic gains continue, improving food safety, and leveraging science to help the poor. Wen's conversation with Bruce Alberts of Science is being published in the journal's 17 October 2008 edition. An editorial written by Wen, plus a news article on science and technology in China, also will appear in a forthcoming issue of Science, which is published by the non-profit American Association for the Advancement of Science (AAAS). "In recent years, we have continuously increased the level of support" for basic research, Wen told Alberts, describing fundamental scientific investigations as "the wellspring and driving force" of innovation. China's Ministry of Science and Technology has reported that 5 percent of the nation's total investment in science is being spent on basic research, according to Alberts, a professor of biochemistry and biophysics at the University of California, San Francisco. By comparison, the U.S. National Science Foundation (NSF) has reported that 17.5 percent of the United States' total investment in science was being spent on basic research in 2007. However, scientific achievement by Chinese scientists and engineers has turned sharply upward in recent years, based on scholarly journal articles and patents. In addition, Alberts said after returning to Washington, D.C. that he was extremely impressed by the high calibre of students he met at Tsinghua and Peking universities. Among 500,000 young people who took a national university entrance examination in one particular province, for example, only 70 were accepted, according to a student who spoke with Alberts during his trip. Alberts, visiting Beijing to deliver lectures at the Chinese Academy of Medical Sciences and Tsinghua University, joined Science Asia News Editor Richard Stone for the rare personal meeting with the Chinese Premier and Chen Zhu, China's Minister of Health. Chen was instrumental in arranging the meeting, which was also attended by Science contributing correspondent Hao Xin. Remarks by Wen — a professional geologist who is in charge of China's government and works closely with President Hu Jintao — "clearly reveal his passion for both science and technology, as well as his recognition of their central importance to society," Alberts said. For example, when asked about the recent tainted-milk crisis in China, Wen said that both the producers and the government must accept responsibility for preventing foods from being tainted in the future. "We feel great sorrow about this milk incident," he said. "I once again solemnly emphasize that it is absolutely impermissible to sacrifice people's lives and health in exchange for temporary economic development." All foods must meet international standards, and in particular, exported foods must meet the standards of importing countries, Wen said. The Ministry of Health has now been assigned central oversight of food safety in China, he added. Wen also acknowledged China's challenges in moving toward more environmentally friendly practices, and he promised that the country will continue to make improvements. "We have established a goal, that is in future development, our [Gross Domestic Product] growth every year must be accompanied by a 4 percent decrease in energy consumption," he said, "and a 2 percent reduction in [chemical oxygen demand] and sulphur dioxide emissions every year." Noting that China has been an industrial nation only for several decades, he nonetheless added that "we will now begin to shoulder our due responsibilities" for protecting the environment. China's coal production currently exceeds 2.5 billion tons per year. "This kind of huge consumption of energy, especially non-renewable fossil fuel, will not be sustainable," Wen said. Alberts congratulated Wen on his country's recent successful space mission. The Science editor-in-chief further proposed that science and science diplomacy can be important tools for helping to ease political tensions between nations because scientists all over the world share common goals to improve human welfare. Wen agreed. "Exchanges and collaborations between scientists can help promote exchange and co-operations in economic and social realms between countries," he said. "More scientific language and less diplomatic rhetoric may make this world even better." Wen applied his scientific training when he was called upon to respond to the tragic 12 May 2008 Wenchuan earthquake. In his conversation with Alberts, Wen described his four priorities for responding to the disaster and helping to prevent earthquake damage in the future. The first priority was to help people, and Wen said that 80,000 were rescued from the earthquake rubble. He described his second priority as improving the monitoring of aftershocks. A third priority was to prevent "quake lakes" from bursting, and Wen said that the Tangjiashan quake lake, containing 300 million cubic meters of water and endangering Mianyang, is being successfully managed. Wen described his fourth priority for disaster recovery as preventing disease in the hardest hit regions. Alberts' interview with Wen also covered China's "scientific outlook on development." Wen explained that there are several fundamental principles at the heart of China's science-based efforts to improve people's lives and the country's economy. Specifically, he said that any plan for China's progress should put people first, by seeking to increase material as well as cultural prosperity. In addition, Wen advocated "comprehensive development," which he described as including the integration of economic and political reform, or progress but also traditional Chinese culture. He further said that China's efforts will seek to resolve disparities between rich and poor, and balance development within the agricultural, industry and service sectors of the economy. Finally, he said that China will work toward sustainable development that addresses the inherent challenge of limited resources to support a population of 1.3 billion. Wen noted that innovation "needs to start with children," who must learn independent thinking and creative problem-solving. He also emphasized that students must cultivate scientific ethics and "uphold the truth, seek truth from facts, be bold in innovation and tolerant of failure." Wen promised to "hold fast to the policy of opening up to the outside world." Both Wen and Alberts discussed the importance of science education for achieving economic progress, life-changing scientific advances and better understanding between nations. Coincidentally, the visit between Wen and Alberts took place on the 30th anniversary of the first delegation of AAAS to China, as well as the first anniversary of the opening of Science's Beijing bureau. The meeting also occurred in tandem with two other key AAAS activities in China. Past AAAS President Peter Raven of the Missouri Botanical Garden had visited China at the same time to deliver the first-ever AAAS-Chinese Academy of Sciences Distinguished Lectureship on Sustainability. Tom Wang, AAAS director for international cooperation who also serves as deputy director for the new AAAS Center for Science Diplomacy, joined Raven on his trip. Catherine Matacic, who runs the EurekAlert! Chinese Web site at AAAS, was in Beijing, too, to coordinate what was believed to be the first China-based press conference related to a Science paper. The Science press conference in Beijing focused on a study by Chinese scientists who concluded that genetically engineered cotton had effectively reduced populations of cotton bollworms, and also seemed to benefit other crops. The study, by Kongming Wu, Yanhui Lu and Hongqiang Feng of the Chinese Academy of Agricultural Sciences, was the latest example of outstanding China-authored research appearing in Science. Worldwide, Science editors receive some 12,000 submissions each year. Between 7 percent and 8 percent of those submissions, or 840 to 960 articles ultimately are accepted for publication, following rigorous peer review. In 2007, Science published approximately 30 articles with Chinese authors or co-authors, according to Science Deputy Managing Editor Brooks Hanson. Alberts, president emeritus of the U.S. National Academy of Sciences who served as chair of the National Research Council from 1983 until 2005, has special interests in science education and international scientific cooperation. "Bruce Alberts joined AAAS and Science after many years of international scientific leadership. His activities have resulted in cooperative relationships with an array of influential scientists, engineers and leaders in other countries," said Alan I. Leshner, chief executive officer of AAAS and executive publisher of Science. "And one of those connections was able to help facilitate the meeting with the Chinese premier. We also were very fortunate to have an award-winning reporter like Richard Stone on staff who has become very well respected in the Chinese scientific and journalism communities, and thus could help make the right connections for this unique interview." Since opening the Science Beijing bureau in October 2007, Stone has covered major events such as the devastating earthquake. His reporting has ensured that a steady stream of news and feature stories from China appear in Science. He also has sought to raise Science's profile in China by appearing as a guest commentator on China's English-language TV station, China Central Television (CCTV)-9. Stone described the meeting with Wen at the government leaders' compound in the heart of Beijing, Zhongnanhai, as a thrill and an honor. "I can't imagine a better way to cap our first year in China," he said. In 2007, AAAS Chief International Officer Vaughan Turekian and Wang helped to formalize agreements with two of China's leading scientific organizations, outlining plans for collaboration related to publishing, science education, sustainability, science policy, and opportunities for women scientists and engineers. The AAAS agreements with the Chinese Academy of Sciences and the China Association for Science and Technology call for cooperative efforts to translate and disseminate educational materials and high-impact Science papers, among other efforts. "This meeting demonstrated the seriousness that China's most senior officials place on science and technology as a critical driver to their broader development plans," Turekian said. "There are only a handful of leaders in the world that would commit this sort of time to meet with a foreign scientist. AAAS and Science were grateful for the opportunity."     UN-GA Ban on All Human Cloning to be Reconsidered

    UN International Bioethics Committee to debate the issue once more Monday, 13 October 2008 The permissibility of therapeutic cloning will be the focus of a United Nations ethics panel later this month when it considers whether a non-binding General Assembly declaration calling on Member States to ban all forms of human cloning should be reassessed in light of scientific, ethical, social, political and legal advances. In 2005 a minority of the General Assembly declared all human cloning incompatible with human dignity and protection of life, voting 84 in favour, 34 against, 37 abstaining and 36 absent, after a decade of work on reproductive cloning by the International Bioethics Committee (IBC) of the UN Educational, Scientific and Cultural Organization (UNESCO). Now the IBC will debate the issue once more at a two-day meeting at UNESCO headquarters in Paris beginning 28 October, noting that some people, mainly scientists, are urging a different approach to therapeutic cloning. “Recent technological developments and new prospects for the use of stem cells in the therapy of human diseases have once again raised the issue of adequacy of international regulations governing this research,” an IBC working group set up at the request of UNESCO Director-General Koïchiro Matsuura said in a report in September. The report noted that the main point of controversy in the 2005 Declaration was the question of linking the issues of reproductive and non-reproductive cloning, which was not agreeable to many States who abstained or voted against. The Group calls for human reproductive cloning to be banned at the international level by a legally binding convention, while guidelines for regulating human embryo and stem cell research in countries where it is legal should be developed at the international level. An Observatory Group could be established to new ethical, legal, social, political and scientific developments, and UNESCO should develop specific strategies and materials to promote international dialogue on this topic. The other focus of this month’s meeting is the principle of social responsibility as set forth in the Universal Declaration of Bioethics and Human Rights of 2005, including article 14, which states that “the promotion of health and social development for their people is a central purpose of governments that all sectors of society share.” An IBC working group stressed that this implies that health should be one of the most important purposes of governments, while promoting health and social responsibility is an obligation shared by all societal actors, private and public. Moreover, all of them borrowed from the Chinese and Saudi’s and other oil rich dictators! China has used the last seven years to prepare for the Olympics, its presence in space and becoming the world’s production house for ‘everything’! During the same time, the US has shadow-fought al-Qaida in Afghanistan and Iraq, pretty much as Don Quixote de la Mancha was fighting windmills. In addition, Bush still did not gain any oil revenue’s from the Iraqi oil fields as he expected! While China was building new subways, air terminals, highways, high-speed railways, parks and space rockets for manned flights, paid by its domestic production, the US was building metal detectors and UAV’s and poorly armoured vehicles for its military personnel, paid by borrowed money. What else could you expect, than the present meltdown of your economic system, and finally loosing your status as super-power.
